For exports w.e.f. 01/04/2015 DGFT has introduced a new incentive scheme namely Merchandise Export from India Scheme (MEIS).

Since the said Scheme is on the basis of ITC (HS) code & Description as per ITC (HS) classification (8 digit), it is very important that the description & ITC (HS) code must tally exactly as per Advance Authorization, DFIA, EPCG Authorization etc.

We suggest you to come personally along with export order, full description of export product, proforma invoice, Export / Custom Invoice, Previous S/Bill (if any), copy of Advance Authorization and copy EPCG Authorization to enable us to guide you for preparing the proforma invoice. And after getting our approval then start exports.

Also get necessary guidance from us regarding preparation of export documents by your CHA. This is very important to get the benefit smoothly.

The Salient Features of the scheme is as under:
List of products eligible for the benefit of MEIS is listed in Appendix 3B. There are more than 4900 number of products covered.

The countries are divided in to 3 parts

A – (30 countries), B – (139 countries) and C – (70 + countries)

• Rewards under this scheme are ranging from 2% to 5%.
• Rewards are given for exports for notified goods to notified markets only.
• Rewards are given for exports for notified goods to notified markets only.
• Separate application has to be filed for separate ports. (EDI / Non EDI Port)
• No manual feeding of application is permitted.

Utilisation of Scrip
The duty credit scrip can be utilised for:

• Payment of Customs Duties for import of inputs or goods (Including capital goods), except items listed in Appendix 3A.
• Payment of excise duties on domestic procurement of inputs or goods, including capital goods as per DoR notification.
• Payment of service tax on procurement of services as per DoR notification.
• Payment of Customs Duty and fee as per paragraph 3.18 of the Policy.
• Scrip issued under this scheme must be valid on the date on which actual debit of duty is made.

Claims Ineligible under MEIS
Exports under following categories are not allowed to avail the benefit of MEIS

• EOUs / EHTPs / BTPs/ STPs who are availing direct tax benefits / exemption.
• Supplies made from DTA units to SEZ units.
• Export of imported goods covered under paragraph 2.46 of FTP;
• Exports through trans-shipment, meaning thereby exports that are originating in third country but transshipped through India;
• Deemed Exports;
• SEZ/EOU/EHTP/BPT/FTWZ products exported through DTA units;
• Items, which are restricted for export under Schedule-2 of Export Policy in ITC (HS), unless specifically notified in Appendix 3B.
• Service Export.
• Red sanders and beach sand.
• Export products which are subject to Minimum export price or export duty.
• Diamond Gold, Silver, Platinum, other precious metal in any form including plain and studded jewellery and other precious and semi-precious stones.
• Ores and concentrates of all types and in all formations.
• Cereals of all types. (xiv) Sugar of all types and all forms, unless specifically notified in Appendix 3B.
• Crude / petroleum oil and crude / primary and base products of all types and all formulations.
• Export of milk and milk products, unless specifically notified in Appendix 3B.
• Export of Meat and Meat Products, unless specifically notified in Appendix 3B.
• Products wherein precious metal/diamond are used or Articles which are studded with precious stones.
• Exports made by units in FTWZ.
• Items, which are prohibited for exports under schedule 2 of Export Policy in ITC (HS)

Declaration of Intent

Declaration of Intent on all shipping bills is compulsory for claiming the rewards under MEIS. The following declaration is compulsory:

"We intend to claim rewards under Merchandise Exports From India Scheme (MEIS)".

W.e.f. 01/06/2015 declaration in all shipping bills whether under any scheme or Chapter 4 (including draw back), Chapter 5 or Chapter 6 will be compulsory even if free shipping bills. The declaration of intent is compulsory from 01/04/2015 for “free” shipping bills.

Third Party Exports is allowed subject to certain condition.

Exports must be in FFE (except Iran where Rupee payment is allowed)
