If you are manufacturer, against Invalidation Letter you are eligible for advance authorization for import of raw materials without payment of any Customs Duty only against Invalid Letter (Not against ARO).

There is a provision that Advance Authorisation / DFIA & EPCG Authorisation holder can procure from Indigenous Manufacturer after getting A.R.O. / Invalidation Certificate from the Licensing Authorities.
Invalidation / ARO can be issued in favor of manufacturer only and not trader.
Supplies may be obtained against Authorization from EOU/EHTP/BTP/STP/SEZ Units without conversion into ARO or invalidation letter.
For procurement of raw materials from Canalizing Agencies, Indigenous Sources, EOU etc., the Authorisation holder has to execute the Bank Guarantee / LUT with the Regional Authority.
In case the Authorisation holder has given the Bank Guarantee / LUT to the Customs Authority for full value, Bank Guarantee / LUT need not be given to the Regional Authority.
If EODC / No Bond Certificate obtained from the Regional Authority, then B.G. / LUT is not required.
The Regional Authority can issue Invalidation Certificate / ARO as per the requirement of supplier agencies.
To prepare your application for invalidation the following documents are required:
- Original Authorisation in duplicate.
- Copy of Partnership Deed / Memorandum & Articles of Association.
- B/G / LUT on Stamp Paper of Rs. 350/- duly notarized. (Only if required)
- Resolution in favour of signatory.
- Copy of valid RCMC.
- Original offer from the Indigenous Manufacturer / Supplier agencies.
- C. A. Certificate showing past export performance.
- Export House Certificate.
- Following documents are required from Indigenous Manufacturer
- IEM / SSI / MSME / IL Registration of the Supplier showing as manufacturer of supply item.
- Copy of IEC
- Details of their Licensing Authority.
- Full address of their Excise Range.
DOCUMENTS NEGOTIATED THROUGH NORMAL BANKING CHANNEL
As per RBI guidelines, the exporter has to send the export documents through normal banking channel only except Export House Certificate holder. We suggest you to kindly forward the export documents through your bank only.
SUBMISSION OF BILLS OF ENTRY
It is mandatory to submit the Bills of Entry within 30 days from the date of import to the bank failing which the Enforcement Director can take necessary action considering the same as illegal imports. Please therefore ensure the submission of Bills of Entry to the bank without fail.
REVALIDATION & E. O. EXTENSION OF ADVANCE AUTHORISATION
As per the existing policy, Export Obligation period is for 18 months from the date of issue of authorisation and the validity to import of the authorisation is for 12 months only. However, Revalidation of six months is permitted (i.e. total validity of 18 months is permitted for imports).
